Defending Federal Resource Management Programs. The Division had several victories this year in defending federal resource management programs. For example, we defeated challenges that sought to halt or alter timber related activities, ranging from individual timber sales in Kentucky and Washington to broad programs integrating conservation measures into harvest planning such as the Indiana bat and Northern spotted owl conservation programs. Similarly, we continued to defend federal grazing programs, defeating injunction motions on numerous grazing allotments in the West. First of all, why not try to lay out all the details in a coherient way so people know what your talking about... What specific land are you talking about? How was it ""stolen?"" Sierra Club dosn''t care about gas prices, sustainable economies, or any of that... their one concern is conservation. And oil&gas company''s one concern is finding more oil and gas... Thats why we have government agancies, to review both sides and make a judgement... and preseve balance. If Serria club had their way there woulnd''t be a single construction project EVER. If the Big Busness had their way there would be no enviornemtnal controls or regulations at all.... Learn to see the whole picture....

You must ask yourself about the special interst involved! Why does Tony get the exclusive rights? Who wrote the legislation for the National Park Service to allow the Drilling? Hugo! Who did Tony steal I mean purchase the rights from? When he purchased them, could the owner drill at that time. BNP did not drill for our good and we dont need oil that bad! It is a scam! I am not the only one who has said something. What did Capelo do for the health care systems (for Tony Canales & Christus). Did Malpractice insurance go down? No It went up right after the bill passed. National Park Service is Ann Armstrong & LBJ''s creation! How fitting for the Armstrong ranch & Her King Ranch to benefit. Who is the refinery? I overheard a conversation between the two families while I stood in line behind them at the courthouse. ENLIGHTENING! One other little thing: The King Ranch & the National Park Service are working together. King Ranch is under the National Park Service which ties in Tony''s ""Primo"" Gen.Cisneros (KFATSO CEO). There is much more like the road from Kingsville to the Island. Like the connection to the Health System that KFATSO uses to hide some of the money. Why did the City of Corpus Christi annex property that belonged to Cleberg County? Why did out of state workers (from Louisiana) work for BNP in the Land Cut before the rape (drilling) of the National Seashore? Texas Observer Political Intelligence: 3/15/2002 Barbara Canales-Black, who is running for the open Senate District 20 seat in South Texas, is co-owner of BNP Petroleum, which has recently begun drilling for natural gas on Padre Island National Seashore. Canales-Black’s firm quietly obtained the permit in February from the National Park Service, and the drilling has since become a hot issue in South Texas and in the election. She has three primary opponents, including McAllen State Represen-tative Juan Hinojosa, and a runoff is possible. (At press-time, the primary is still five days away.) Canales-Black is the scion of a well-connected political family and has been using her oil wealth to outspend Hinojosa three to one in the race. Her father is Tony Canales, Tony Sanchez’s private attorney. (Canales, you may recall, was the one who hired the private dicks involved in the embarrassing investigation–some say smear campaign–against former Secretary of State Henry Cuellar.) To access the site, BNP had to bulldoze a road through pristine dunes. The site itself is covered by a 1.7 acre well-pad made of crushed rock. As obtrusive as this is on an almost completely undeveloped national seashore, this well may be just the beginning. The company’s permit applies to a 1300 square-kilometer drilling area on the island, and BNP also has plans to do slant drilling–for oil, not gas–from the shore out into the bay and gulf. According to Erin Rogers of the Sierra Club, the company has benefited from the Bush administration’s ""streamlined"" National Park drilling rules, which do not require a separate environmental impact statement for each new well in a permitted drilling area. To add insult to injury, as recently as eighteen months ago the U.S. Fish and Wildlife Service had planned to designate as much as 7,000 acres in the area as critical habitat for the piping plover, a threatened bird. This designation would have made much of BNP’s proposed drilling area off limits. But BNP came back with their own habitat study, which predictably recommended protecting a much smaller portion of the seashore. Backed by Nueces County and local Chambers of Commerce, the company successfully lobbied FWS to reduce the protected area to 2,000 acres.

Jonny Hipp, hospital district administrator, said the hospital district is not aiming to meet Spohn''s May 1 deadline. ""That''s their timeline,"" he said. I don''t know that we have one."" Hipp said the hospital district had originally offered to invest $30 million toward Spohn''s development project but that offer was rejected by Spohn because the investment would be repaid in either an increase in its lease payments or an increase in the term. In February, Christus Spohn officials said they paid $40 million in indigent care in 2004 and the county only compensated for $24 million, but county officials said their agreement with Spohn didn''t call for paying increased costs. Christus Spohn officials proposed in February that the county increase taxes so that it can pay Spohn an additional $6 million annually. The county, hospital district and Christus Spohn officials have met in closed meetings six times in the past year to discuss indigent health care, according to hospital district records. County Commissioner Oscar Ortiz said the offer the hospital district gave Christus Spohn was fair. ""Legally, we''re not bound to pay them any more,"" Ortiz said. McDonagh''s letter states that the hospital agrees with the hospital district''s counter-proposal in three areas: enrollment changes, co-payment increases and payment for health care services provided to the county jail. What Spohn doesn''t agree with the hospital district about is the timing of enrollment changes, the uncompensated indigent care balance and removal of the associated language in the agreement. The hospital district is required by law to provide indigent care for the poor. The county commissioners court appoints the district''s board and approves its tax rate and budgets. In 1996, the hospital district leased the hospital and clinics to Spohn Health System for $63.5 million. The indigent health care agreement calls for eligibility guidelines for the program to be loosened or tightened so that the cost of health care is closer to what the district is paying the hospital. Christus Spohn and hospital district and county officials have all said some cuts in indigent care rolls, which have grown 62 percent in the past four years, are likely necessary. The hospital district''s counter-offer addresses the gap between the cost of care and payments for care by eliminating 5,898 county residents from indigent coverage and requiring the remaining 9,571 members to pay more out of their pocket for health care. ""Our concern is access to care for the poor and underserved in Nueces County. The counterproposal only makes that situation worse,"" McDonagh wrote in her letter. She went on to say the hospital district''s request that Christus Spohn forgive the more than $40 million balance appears to be an attempt to shift the responsibility for funding indigent care in Nueces County from the hospital district to Christus Spohn. Nueces County Judge Terry Shamsie said he has been in negotiations with the hospital district and Christus Spohn, but explained that the county''s only part in the process is setting the tax rate and approving the budget. ""I don''t have authority to tell the hospital district or Spohn what to do,"" he said, adding that he asked both entities tosubmit a 5- and 10-year budget forecast. Shamsie said he plans to meet with hospital district and Christus Spohn officials Thursday. Thats what I''m talking about, this started out about the BNP drilling project, now its about the hospital that can''t pay its bills? I don''t get it. When there is no mony things don''t get paid, simple as that... where did the money go? governments good at making money dissappear... but I don''t see what this has to do with the oil and gas project.

District court debate plays out in Kleberg Commissioners Court By Gloria Bigger Cantu - The Kleberg County Commissioners Court rescinded a previous resolution at a meeting Monday that called for a separate district court for Kleberg and Kenedy Counties. The vote by a 3 to 2 in favor of rescinding the resolution. Kleberg County Judge Pete De La Garza made the motion and it was second by Pct. 1 Commissioner David Rosse. De La Garza, Rosse and Pct. 3 Commissioner Roy Cantu voted in favor of the motion, while Pct. 4 Commissioner Romeo Lomas and Pct. 2 Commissioner Joe Hinojosa voted against it. The outcome of Monday’s vote did not stop State Rep. Juan Escobar of Kingsville from filing the bill. The resolution for a separate court had been approved two months ago. Judge Manuel Banales of Corpus Christi has served as judge of the 105th District Court for 18 years. The 105th District Court includes Nueces, Kleberg and Kenedy counties. De La Garza said he did not think a separate district court was needed at this time for several reasons. De La Garza said Kleberg and Kenedy counties did not have the caseloads to sustain another court. He noted Kenedy County had voted against a resolution calling for a new district court. De La Garza said the legislature is not appropriating money for any district courts The county judge said the main priority is obtaining full funding for the Irma Rangel School of Pharmacy at Texas A&M Kingsville. “We do not want to interfere with funding for the pharmacy school and want to put all of our attention here,” De La Garza said. However, Escobar said funding for the pharmacy school and funding for a district court had absolutely nothing to do with each other. Rosse said he voted against a separate district court Monday because of financial reasons. He said he and De La Garza voted against the resolution two months ago. Rosse said Kleberg County is seeking legislation for funding a groundwater district and the pharmacy school. “This is not an appropriate time to ask for a separate district court,” Rosse said, “I personally like the system we have and have great respect for Judge Banales; a lot of the backlog of cases has been in the system for years.” Lomas said the need for a separate district court came from Sen. Eddie Lucio. “It did not come from us; these gentlemen make the final decision,” Lomas said, referring to the state legislature. “We met the numbers in 1996 when we voted unanimously for a separate district court,” Lomas said. De La Garza said he had just been in office and listened to Lomas. “It was an error on my part for listening to him,” De La Garza said. Lomas said another separate district court is needed because Banales has a large backlog of cases. Banales addressed the Commissioners Court responding to Lomas’ statements. Banales said he did not know where the numbers were obtained “You do not show me the courtesy of where you got the number of cases of criminal reports,” Banales said. Banales said some of the defendants listed on the dockets do not show up to court and some of the parties do not show up or the attorneys need more time. Banales related to the county commissioners that he managed a successful docket. “Only one person has complained and you have said is not factual,”Banales told Lomas. “In 1996 the county commissioners voted unanimously for separate district because of the caseloads,” Lomas replied. Banales said the numbers included the entire docket of the three counties. “We do get rid of cases ; they are dismissed, pled out, and tried,” Banales explained. Lomas told Banales there were 216 civil cases on his docket. “You are only here five days out the month and you take the whole month of July off,” Lomas replied. Banales asked Lomas who was complaining and Lomas said he was not going to tell him. “If you want a petition I can get one,” Lomas said. Banales later said he comes to Kingsville six to eight days a month and he disposes of civil and criminal cases in a timely manner. Lomas said there were 900 criminal cases in the beginning of the month and 963 at the end of the month and 228 civil cases in the beginning of one month and 216 at the end of the month. He said he obtained the numbers from the county and district clerks’ offices. Lomas said he had information from Judge Hester concerning the need for a separate district court at the meeting. Lomas showed a copy of a letter from Judge Darrell Hester to Banales dated Aug. 2002. Hester is the administrative judge for the South Texas area and oversees all district courts. Hester is based in Brownsville. The letter stated the Senate Committee on Jurisprudence was directed by the Senate to make the necessary studies and submit a proposal for the the “reapportionment” of the judicial districts. Based on data, the letter stated, “Essentially, the 105th has a caseload of 62 percent more than the average of all District Courts (except Urban) and 69 percent more than multiple district courts in one county. The letter also stated that:This would indicate that the 105th is substantially above “range” and in need of more courts. Hester’s letter asked Banales to present his views and future needs of Kleberg County. Lomas also said that Banales was not telling the truth about his expenses. Lomas said Kleberg County is only supposed to pay 50 percent for one court reporter. Lomas showed documentation that stated: for the Fiscal Year 2005 Kleberg County will pay one court reporter an annual salary of $23, 549.66 and the other reporter $33,419.27. “Kleberg County is facing to pay for two court reporters,” Lomas said,” why does he (Banales ) get away with it?” De La Garza said Kleberg County does pay a proportion of the court reporters’ salaries. “I’ve told Lomas that he should leave the lawyering to lawyers and the courts to the judges,” De La Garza said.

Kleberg County, Jefferson County, and others have made extensive use of Community Services people to work off jail fines. This required public service is for persons convicted of minor offenses and is used in maintaining and improving public parks. . . . by any other name would smell as sweet. What difference does the label attached to someone make. Whether we call them Black, African-American, Afro-American, Colored, Negro or Nigger we are all talking about the same group of people. I personally don''t care if people refer to me as Caucasian, White, honkey, gringo or Anglo. I have refered to myself as all of them at one time or another. I certainly don''t see people writing honkey as honk*y. I wonder why that is?

The common use of the N word upsets the older Black''s because they relate it to the segregation days and how they were miss-treated. I think the young kids use it today just like saying ""dude"". I know one thing, when kids grow up in their early adult life, the using of the N word may get their ass kicked. I watched a TV special on Richard Pryor. They were interveiwing his wife or ex-wife and she told the story about Richard having a bunch of his friends over. It goes something likee this, I may not have all the details right but the crux of it is this. They were shooting the bull and calling each other nigger a lot. She got up and said ""Do you niggers want something to drink."" The problem was she was white. She said all of them were pissed off at her and Richard in particular. She said she learned that night that Blacks can use that word, but whites can''t.

Actually not good Captain, historically speaking it is pretty much a documented fact the Mountain Men who trapped beaver in the Rocky Mountains and helped to open up the West referred to each other as ni*gers all the time. In fact, they called themselves the name as well as other mountain men. Far from being a racisist term , it was used to denote acceptance into their ranks. That said, sometimes, Indians were referred to as ""Red Ni*gers"" Even then I find it hard to believe that they (the trappers) actually thought it a term of derision considering that they took Indians to be their wives and such. The above constitutes a historical footnote that puts the common usage practice on its ear I''d say. Saying that, an individual would have a hard time pulling it off today in polite company. Yeha kids this days have little respect. I went to a field trip to watch a play. A freind of mine told the younger 3rd graders to keep Quiet that she could not here. One of the third graders tolf her to f-off. NOw she took it bad and got very angery. The kid had no respect for someone older and it looked like ""Who is this punk think he is tellign me of fim older"" WEll its the same way for adults. When your teacher tells u somthing and u have no respect by tellign him off its the same thing. They are thinking who does this punk think that she is"" so think about it. HOla back

. . . is not the problem but what is attached to the label. Words are merely symbols for concepts. Could it be that because these folks make up almost half of the prison population, don''t seem to be overly bright on average and have a problem with society''s social mores as evidenced by the fact that two thirds of the children are illegimate, any label attached to them will eventually come to have this stigma. Before you take off on the racial descrimination bandwagon, what percentage of the prison population is oriental? Did you notice that one of the kids from Texas who scored a perfect 2400 on the SAT was Chinese?

It seems as though Marc Cisneros has been dispatched here to deal with the demands. We can see TAMUK has already been absorbed by the King Ranch, as has the entire A&M system? General Cisneros has served up Kenedy land on a platter to bring fruition to promises made a long time ago. Other Federal agencies are exploiting (the vulnerability) the King Ranch blackmail has created? There is a Hubert Boothe Federal power play. The Sam Granato Federal element might be double edged with Cisneros and the Ed Byrne grant out of the WIA and the interaction with Kingsville Naval Air Station as well as his activities with the FBI & DEA. Then we have the Black Helicopters that have been identified as FBI copters. These helicopters are associated with some sort of laser satellite communications systems in underground bunkers. Then we have Suson and the DoD in collaboration with the Betterment hate. The Bettermen are nothing more than noise makers and agitators with a Nazi stench. These guys will not even get invited to the King Ranch for any occasion. Bettermen haters are viewed by the elite as trailer trash and genetically weak (of a “lesser breed of stock”. The Elite will never accept these Nazi haters into their circles. In theory, the King Ranch must possess a operative or puppet in KPD, Kleberg County Sheriffs Department, Commissioners Court, TAMUK, and various other strategical positions. These puppets are the tattle tales when adverse situations to the King Ranch interest arise. King Ranch is Armstrong, Hunt & Exxon but, are they aligned for the long term or short term? Stewart Armstrong is (financially) behind the division of Kingsville and yes; he is connected with the Armstrongs in Kenedy County. Finally, I will refer to the various agencies vying for Grant money control. Whoever wins elected offices will (each) get to control the grant monies. This is why the politics are so dirty & crass. The Love of Avarice and the addiction to power is the reason so much hate is spewed out on the Candidates and their family members. TAMUK is the King Ranch’s research & development supported by huge injections of grant money in the name of Higher Education. The Ed Byrne Grant is the interdiction law enforcement with a military liaison and intelligence. This is being abused on our local citizens to settle personal vendettas of ones in charge. It was legislated for interdiction of terrorists, bombs weapons & threats to National Security but it is primarily used in South Texas to intercept drugs, Marijuana and cash; Cash and vehicles feed the “Town Bosses” addiction to the Power & Avarice. Indications are that the president will sign the bill, which apparently includes $13M for two T-45C simulators for NAS Kingsville. These simulators were the highest priority of the NASKINGS Task Force. Congressman Ortiz was successful in inserting one simulator in the House Authorization bill, but nothing was included in the House Appropriations bill for the simulators. The Senate Authorization Committee failed to include the simulators in their version of the bill, but the Senate Appropriations Committee (of which Sen. Hutchison is a member) included the $13M for the two simulators. There is some concern that the Defense bill excluded approximately $13M for improved navigational equipment and parts for the T-45A aircraft at NAS Kingsville. The final disposition of that funding is still unclear. The NASKINGS Task Force has a three-pronged attack: (1) begin working with NAS Kingsville on identifying and funding a priority list of MILCON (military construction) projects; (2) work on key funding for NAS Kingsville with the supplemental budget; and (3) identify and initiate funding to be included in the FY 03 Defense Bill. Questions were asked about the proposal to locate the F-19 E/F Super Hornets at NAS Meridian. Meridian is still an F-18 base option for the Navy. Should the Navy decide to locate the East Coast Super Hornet Squadron at Meridian, the Navy would have to look at single siting all strike pilot training at NAS Kingsville. Reports A. Staff reported that the decision by Willacy County to pursue the $500,000 in spaceport funding from the state was twofold: (1) Kenedy County was not interested in pursuing the funding; and (2) Willacy County has identified a 10,000-acre site for a spaceport. The Request for Qualifications (RFQ) stated that the home county of a spaceport site must be the applicant for the funding. The Sarita Spaceport Site identified and developed by the South Texas Spaceport Consortium lies in Kenedy County. Since Kenedy County would not apply for the funding, an alternate site was needed to access the funding. Willacy County Commissioners Court met Monday, December 10 and voted to create a spaceport authority, name the seven board members, apply for the funding, and hire Shiner Moseley & Associates to develop their response to the RFQ. Shiner Moseley will base their application on the Willacy County site, but will provide information on the alternate site in Kenedy County. The leadership of the South Texas Spaceport Consortium has met with Marc Cisneros, new CEO of the Kenedy Memorial Foundation, and reconfirmed their interest in pursuing a spaceport. B. A&P Certification classes will begin in January at Coastal Bend College-Kingsville. The classes will be conducted in the same building as the high school classes. Eventually, a new facility will be required to house the equipment necessary for FAA certification of the program. C (1). There continues to be confusion over the tax abatement contracts with Calling Solutions. The city, county and water authority all approved tax abatements on personal property beginning with the 2000 tax year. But, because approximately $500,000 worth of equipment was delivered to the Kingsville center just prior to January 1, 2000, the Kleberg County Appraisal District ruled that Calling Solutions was liable for the taxes. In addition, the building is owned by the city as a result of the $750,000 grant from the Texas Capital Fund. It was assumed that since the city owned the building it would not be placed on the tax rolls. But, the Appraisal District ruled that since the city is not using the building for city purposes, it would be subject to taxes. Calling Solutions is looking at $30,000 a year in taxes. Mayor Esquivel has agreed to call a meeting of all the three taxing entities in an attempt to resolve the tax abatement issue. C (2). The Kingsville City Commission voted unanimously Monday (Dec. 17) to sign a contract with S&B Infrastructure to do the engineering schematics for the Gen. Cavazos improvement project. The contact is for $150,000 and will accelerate construction of the improvements by two years. The private sector has pledged to provide 50% of the total cost ($75,000), with the remaining 50% ($75,000) provided as part of a Texas Capital Fund Grant. Kleberg County will consider contributing to the engineering schematics at their December 21 meeting. The EDC staff will be at the county meeting to explain the request. In other business, staff was asked about responses to the county and water authority concerning quarterly payments. A brief presentation was made to the Kleberg County Commissioners Court Monday, December 10 that was followed by a unanimous vote to fund the quarterly payment. A similar brief was given to the Kingsville City Commission Monday, December 17 but no vote was required. The South Texas Water Authority has sent a letter to the EDC asking for an explanation of the Bylaws concerning representations by public entities. At issue is the language in the Bylaws that originally read ?city, county and water authority representatives shall be voting members of the board? and was amended at the last board meeting to ?should be voting members.? The county asked that their representative be a full voting member. The city asked that the city manager be placed as a director on the EDC board as soon as an opening appears. A written response to the water authority will be issued as soon as possible. When the question of how the board would address the need for seating the county?s representative was asked, Rudy Dyson responded that it would not create a problem since he would tender his resignation. As a final note, President Joe Henkel presented Rudy Dyson with a plaque that acknowledged the EDC?s appreciation for his two years of leadership as president of the organization. Eugenics (from the Greek åõãåíÞò, for ""well-born"") is a social philosophy (sometimes labeled a ""science"") which advocates the manipulation of human reproduction for the purposes of attempting to improve the human species over generations in regards to hereditary features. Modern inquiries into the potential use of genetic engineering have led to an increased invocation of the history of eugenics in the discourse of bioethics, usually as a cautionary tale, though some ethicists have questioned whether non-coercive eugenics programs would be inherently unethical.

. . . about the current state of affairs with folks who have cystic fibrosis. Until recently none survice to puberty. Now with better treatment and multiple organ transplants they can survice into early adulthood. Of course they want to breed and pass on this blessing. We are footing the bill, of course. Does society have the right to limit their capacity to breed as a condition of treatment at public expense.

of the research these""experimental"" patients are providing? other than a thorn in curms iron side? are you an accountant curm? how do you know the cost a child with cf costs? is he better off with medicaid or private insurance? which gives up on him faster? which one works to get rid of him faster? whats the difference in treatment in the two patients? same? breed at your expense i find that highly unlikely unless you allow the irs to calculate your return!!!!!!!!!!!!! which we all know would be a state of affairs you would not foot the bill

I think that if you want to breed a subspecies of humans incapable of surviving on their own with your money you should be free to do so. However, leave my money alone. Restaurant may be able to serve alcohol Council approved measure to allow zoning variance By matthew sturdevant Caller-Times April 20, 2005 A restaurant that is near a day care center soon may be allowed to serve alcohol after the City Council approved the plan Tuesday, less than a month after denying a similar zoning variance in Tuloso-Midway. The council unanimously approved a request for a zoning variance that would allow the sale and consumption of alcohol at Casa de Santiago's, formerly Santiago's Cafe, at the corner of Holly Road and South Staples Street. The council will have to approve a second reading of the zoning variance before it officially is accepted. Advertisement State law allows a city to prohibit a business from selling alcohol if it is within 300 feet of churches, day care centers, hospitals and schools unless the City Council grants a variance. Discovery Days Child Development Center is about 120 feet north of Casa de Santiago's. Only one person spoke in opposition to the ordinance, Abel Alonzo, who ran unsuccessfully for an at-large seat on the council earlier this year. Alonzo said the council would be setting a double standard because the council rejected a request by Casa del Sol Cafe to sell beer and wine at its restaurant on Leopard Street. Casa del Sol Cafe is within 300 feet of Tuloso-Midway Middle School, and school officials as well as a Tuloso-Midway Baptist minister opposed the zoning variance. Councilman Bill Kelly, who represents the Tuloso-Midway area, said he did not believe the council was setting a double standard. "The people in Tuloso-Midway have been consistent in their message of being against alcohol," Kelly said, adding that nobody from the neighborhood or the daycare center near Santiago's was at the meeting to oppose the recent zoning change. NO offence to anybody bt i hate tuloso midway. At my tennis mettings they act very very VERY cocky. They always win at districts cause its their hometown they dont have to wake up that early so they are more rested. They also give them the seedes so they dont have to play a first match and get tired. At the other tournaments they are spread umung fairly a couple of kids get seeds from EVERY school. But at district time ALL THE TULOSO KIDS GET THE SEEDS. SO in cnclusion i hate tuloso.

The Bair''s Den stood up to the City Council and now the Melody Cooper influence has spread like cancer throughout the Council. It is wrong that they treat people this way because they can!

Wednesday, 04/20/2005: Is There More To The Death of Judge Edward Aparecio? Justice Demands A Full Investigation Hidalgo County, TX – The death of 92nd District Judge Edward Aparecio, 46, has raised many questions. What has alarmed the people is the rush to judgment by the local authorities minutes after the discovery of the body was declared a suicide. Judge Aparecio, who had been accused a little over a year of taking bribes from attorneys, was found on April 4 by Sheriff Lupe Trevino in his Weslaco residence dormant in a puddle of his own blood. A hand gun was also discovered nearby his immobilized body. But most importantly, no suicide note. Judge Aparecio was a native of Washington State. He relocated to this state to enroll in the University Of Houston Law Center, acquiring his license to practice law in 1987. Was he the victim of the darker currents inherit in an underground economy? Or was he given a choice? A few hours before the discovery of his body, some media entities received a faxed statement from him informing them of his resignation and how critical it was for him to be close to his family at such time. Sheriff Treviño was summoned to Judge Aparicio’s residence because his co-workers were troubled about his absence. Co-workers claimed that that he would not answer his front door or his cell phone. QUESTIONS: “What was so unusual about being absent from work that would set off such a proactive inquiry as to his whereabouts? Was there word circulating the courthouse that something was about to happen?” Questions have be raised as to whether it was suicide or murder: specifically many people point out that if Judge Aparecio intended to commit suicide why would he resign from his judicial post just hours before. Rumors spread all over The Valley state that the reason for judge Aparecio’s resignation was that he had worked out a plea agreement with the federal authorities regarding several pending charges against him. It has been suggested that as part of the plea agreement Judge Aparecio had committed himself to resign from his post as one of the judges of Hidalgo County, Texas; additionally, he allegedly had promised to cooperate with the federal authorities regarding illegal activity in and out of the courthouse that was of interest to the federal prosecutor. Rumors abound that many people in various offices of Hidalgo County, Texas were potential defendants as Judge Aparecio talked to the federal prosecutor. For these reasons people suspect that one of those potential defendants either shot Judge Aparecio or contracted to do so. The truth of this matter has not yet been determined and possibly will never be fully known. Irrespective of what the authorities presently believe or what their present is these case should not be swept away in file 13 but an active investigation should commence immediately locating all the possible scenarios as might have resulted in his death. Justice demands a full investigation. It also has to be noted that on Friday, April 1, a few days before the so-called “self-inflicted gunshot wound” (as cited in THE MONITOR), did some target practice in a McAllen shooting range known as “Hole in the Wall.” According to a media release by District Attorney Rene Guerra, Judge Aparecio used the gun of a bailiff. Aparecio was accompanied by the bailiff and another man. Was Judge Aparecio, who first took office in 1996, polishing up his skills to defend against threats made against him or was he preparing to commit suicide? The Texas Rangers are in charge of the core investigation. Judge Aparecio’s residence and office at the courthouse were raided early last year by the FBI – such an investigation had clearly labeled his tenure as one that might be shady. But many of his friends will argue that the mentioned political investigation was politically motivated and they point to the fact that he was up for reelection at the time. Conspiracy to violate federal law; meddling with business with threats or violence including extortion; interstate and foreign travel in support of racketeering; and money laundering – these were the main things listed on the warrant. Whose Cases are Pending in the 92nd Judicial District? Who was forking out the big bucks... In the interest of an imbalanced, I mean, balanced Judiciary. A ""fair one""?? One that money could not buy all of the time? It is clear most everbody was dealing under the table; but at times, no amount of money could be accepted for a favor. Somebody did not get their way and a leak to the DOJ ensued? Once the DOJ got to Aparicio and the dominoes were falling, something had to be done. With the domino effect rapidly approching the Elite levels; the only option left was to knock a domino or two out of the seccession. ""Obsta principiis"" - ""Resist the beginnings"" - ""Nip it in the bud"" The utility fire almost grew out of control. Now, we must look at how it was extinguished? How it is being cleaned up? How it is being restructured? Governor Perry will assign a new judge (Puppet / Damage Controller) to take over. This is Perry''s MO! Look at his well placed appointments like Jefferson & Richman Owen. Karl Roves personal Choices vicariously through the Texas Governor''s increasing power. How many Killa Watts does Edinburgh need to turn the lights back on at the Courthouse? A Judge and a dual status government attorney? Or the ones who exploited the Mexican consul named Owen & Celes? News Flash!! A Second Del Mar Complainant Stabbed....... 4/20/2005 9:22:35 PM
after one of the complainants (Treasurer of one of the Del Mar Clubs)late in 2004 was burglarized, assaulted (causing bodily injury) and Club money stolen from her possession. Remember with the Del Mar Hierarchy under scrutiny, shadows of wrongdoing, sexual harassmaent looming, and numerous lower level employees (represented by Joe Ortiz) making serious allegations of Civil Rights violations & criminal Sexual Harrassment; there is more. Student's complaints previously unacknowledged, followed by due diligence on the part of an un-named student's Advocate are coming to light. It seems to involve a select clique of Instructors and Administration. Circling around the Manipulation of Club influence & $$$$$$$$ for a quid pro quo effect. "Middle age Crisis" some of them claim? "All they need now is a young girl"? Then to go on making the rules of Robert fit to their needs as if they thought no one would ever read the real "Robert's Rules". Turning Days into working days of 24 working hours per working day. So actually three 40 hour working weeks are one "working week" according to Del Mar and friday only counts as half of an 8 hour day. that is how they get around the deadlines and drag things out which is totally in violation of the Department of Education Code. By their definition a working week is actually ten 8 hour days. A "code of silence" is well in order at this University of Higher Learning??

Sounds like a job I once had where they thought slavery was alive and well. 12-18 hours a day, 7 days a week. They were also ""playing the system"", for instance, if I had 60 hour of overtime, they would only pay for 40 hours at time and a half. It look legit on the check stub but the employees worked regular time for it. Their operation was finally shut down only to be resurected as 2 companies who, when you got 40 hours with the first company, you ""magically"" started working for the second company!

That is not what is happening. The ""working days"" are used to thwart deadline for adressing grievances. They just blow it off and off and off. Until now. Then they come up with the lame excuse explaining their interpretation of the number of ""working days"" to answer a grievance or complaint of sexual harassment or misappropriation issues. The money for all of the different Del Mar Clubs goes into one general fund. Things like male instructors who are responsible for a certain Del Mar Club encourages attractive females to run for the officers positions no males ever and pregnant females forced out. He has his own harem or so he thought!
